Added winget installation instructions for Windows

Added installation instructions to include instructions to install cheat with winget. I submitted the winget manifest to be added as a winget package. As of writing this pull request, it needs to be verified by a moderator for it to be merged. If the manifest gets merged, then this pull request should be ready to merge.

You can download the latest windows archive in the releases page. Now extract the archive and put "cheat-windows-amd64.exe" in the directory you wish to install it in then rename it to "cheat.exe". Finally, edit the PATH enviroment variable for your user account or the entire system to include the directory where "cheat.exe" is located.
